Best API Gateways for On-Premises Data Residency
Research-based guide ยท Sources checked 5 November 2026
Start with self-managed Kong Gateway, Tyk Self Managed or self-hosted Gravitee APIM if requests, management state and analytics must remain in your facilities. Consider Azure API Management's self-hosted gateway or Apigee hybrid if keeping request processing local is sufficient and you can accept a cloud management plane. Request a field-level data-flow diagram before using a deployment label to decide whether it meets your policy.
This shortlist uses product documentation. We did not audit a deployment or certify compliance. A gateway that proxies traffic locally can still send diagnostics or metadata to another network. Keys, backups, identity and support tooling may be subject to separate requirements.
Compare which components you operate
| Deployment | Shortlist when | Key validation |
|---|---|---|
| Self-managed Kong Gateway | You need to place control and data planes yourself | Topology, plugins, state and telemetry |
| Tyk Self Managed | You want local gateway, management and configurable analytics sinks | Redis, Dashboard, Pump and any license or support traffic |
| Gravitee self-hosted APIM | You need to install gateway, management and portal components | Repositories, logging and optional managed components |
| Azure self-hosted gateway | Requests stay local and a cloud APIM instance is acceptable | Configuration connection, observability and outage modes |
| Apigee hybrid | You operate the runtime and accept Google's management plane | Where analytics, config and debugging data go for the chosen release and region |
Kong, Tyk and Gravitee for local management
Kong deployment topologies distinguishes traditional, DB-less and hybrid arrangements. Self-managed hybrid lets you place both planes, whereas Konnect changes the management boundary. Check the plugin matrix for the chosen topology. In particular, confirm where a rate-limit counter or credential state is persisted. Removing a gateway database does not remove downstream log and metrics exporters.
Tyk's self-managed guide describes the gateway, Dashboard and Pump. Map where Redis and management state are stored, then trace the Pump to each analytics sink. If the requirement is no outbound connections, obtain written license and update requirements for the exact deployment. Test a fresh install and restart with external connectivity unavailable.
Gravitee's self-hosted installation guides distinguish components you install from optional managed services. Check the gateway, management API, portal and persistence layers, including who can access their backups. Include deployment pipelines in the diagram: API specs and sample payloads may cross a boundary even when production traffic does not.
Azure and Apigee when hybrid is acceptable
Microsoft's self-hosted gateway overview describes the gateway's relationship to its cloud API Management instance. Check the applicable tier, cloud connection and the effects of disconnection on a warm process versus a newly started instance. Examine the telemetry configuration for the chosen version.
Google's Apigee hybrid data map distinguishes local runtime data from cloud management data. Its residency guide covers regional configuration. A regional cloud deployment can satisfy a location requirement and still violate a requirement that the data stay in the building. If considering Solo/Gloo or Cloudflare, request the same written decomposition of management, runtime, telemetry and dependencies for the specific offer.
Turn residency into an acceptance test
- List the data classes you must constrain. Include payloads, paths, headers, IP addresses, credentials, API specifications, traces, crash data and backups.
- Make the vendor name the store, transport and operator for each class. Trace policy calls to identity providers, key stores and external services.
- Send synthetic markers through representative requests. Inspect local logs and permitted egress under success, error, debugging and support scenarios.
- Deny external connectivity in a test environment. Measure traffic handling, restarts, certificate and credential rotation, policy edits and recovery. Document what cannot work offline.
- Quote all components and operations, including local databases, telemetry, disaster recovery and upgrade testing. Have the relevant control owner review the actual topology.

FAQ
Does a Kubernetes deployment prove on-premises residency?
It establishes where the deployed workloads run. Trace their external control, storage and support dependencies separately.
Can I disable analytics to satisfy the policy?
Possibly for some fields. Inspect diagnostic logs, metrics and other egress independently, and verify behavior after upgrades.
What should I ask about backup regions?
Ask where copies and encryption keys live, who can restore them, how long they persist and what happens after failover.
